[NPC] Dimensional portal #1 open.

There's been several disturbances of the dimensional sort lately. One has manifested in the form of a portal, on Route 5. This one seems to be staying open and nothing is coming out. There is no telling where it will lead, but I would like to ask at least a few of you to investigate. We can force the portal to stay open if necessary.
I must, however, warn you that there is an absurd amount of ghostly energy coming from it, so I can not promise that it's safe.
